Collaborative Action for Childcare
Through Collaborative Action for Childcare (CAC) in Uganda, we are bringing together government, childcare providers, communities, businesses, development partners and other stakeholders to help build a childcare system that works—for children, families and the people who care for them.
Good policy needs good systems behind it. Our work in Uganda focuses on practical solutions that can help move childcare from a largely fragmented service into a professional, accessible and sustainable national system.
What we are building
Childcare workers are at the heart of the system. We are working to strengthen training, certification, professional development and recognition so that childcare workers can build better careers while children receive better care.
A stronger sector needs to know who is providing childcare and where they are working. We are exploring digital solutions to support the registration and professionalisation of childcare workers, providers and agencies—and ultimately strengthen licensing, quality assurance and accountability.
Quality childcare cannot be built on financially fragile providers. We are developing pathways that can connect childcare workers and small childcare businesses to appropriate financial services, including insurance and credit, helping them manage risk and build sustainable enterprises.
Childcare touches everyone. That is why CAC Uganda brings different parts of the ecosystem together—from government and childcare providers to parents, communities, businesses, civil society, researchers and development partners. The goal is simple: stop working in silos and start building the system together.
Our Approach
Our Collaborative Action for Childcare in Uganda is developed on the tested belief that a country's childcare ecosystem should be shaped by that country's priorities, its institutions and its experience, while benefiting from learning and innovation from across Africa and beyond.
We stay true to our ethos: governments in the lead and all actors working together to support the government's vision for its children.
